King's Fish House Mac 'n' Cheese

Makes 8 to 12 servings. Total time: 1 hour, 15 minutes. Adapted from King's Fish House.

     1/4  cup (1/2 stick) butter plus 2 tablespoons melted butter, divided

     1/4  cup flour

     2    cups half-and-half

     1     pound Velveeta cheese, cut into cubes

     3/4  cup (4 ounces) grated Parmesan plus 3 tablespoons finely grated Parmesan, divided

     1 1/2     teaspoons kosher salt

     1/4     teaspoon white pepper
