Starting Jan. 2, all West Virginians who apply to get or renew their driver's licenses must have their eyesight checked.
To pass the vision screening, applicants must have at least 20/40 eyesight in their best eye -- with or without corrective lenses.
The screening involves either reading lines of letters or numbers in the DMV office, or providing a completed vision report form signed by a licensed optometrist.
The Division of Motor Vehicles recommends that applicants see an eye care professional first if they have any doubts about their eyesight. That should help avoid any delays in the license renewal process.
West Virginia joins more than 40 other states that require vision screening for driver's license renewals.

I would go one step further and no permit renewal by application. Instead I would require everyone wishing to renew, to pass the written and driving examination every four years. New laws come into effect and drivers pick up bad habits over time. People that are no longer fit to drive for a host of reasons would be removed from the roads. Driving is a priviledge, not a right. I would also increase the minimum age to 18.
