CHARLESTON, W.Va. -- A former assistant director for the State Historic Preservation Office pleaded guilty to a charge of indecent exposure Tuesday after he was allegedly spotted masturbating in a state vehicle on Interstate 77.
According to a criminal complaint on file in Kanawha Magistrate Court, Christopher J. Knorr, 42, of Charleston, was driving south on Interstate 77 near Charleston on Oct. 21 when he allegedly exposed himself and masturbated in view of passing motorists.
Witnesses told police Knorr could be seen masturbating as he drove down the highway. When State Police Trooper R.R. Cervera pulled Knorr over a short time later, he noticed Knorr's jeans were unbuttoned and his zipper was down, the criminal complaint says. Knorr was driving a state-owned Dodge pickup truck at the time.
Knorr was assistant director and a structural historian for the State Historic Preservation Office at the time of his arrest. He has since been fired.
Knorr pleaded guilty to a single charge of indecent exposure on Tuesday. Magistrate Kim Aaron fined Knorr $50 plus $159.50 in court costs. Aaron also required Knorr to attend six counseling sessions.
Prosecutors recommended Knorr not be locked up. Indecent exposure carries a penalty of up to a year in jail.
