Gov. Joe Manchin welcomes members of the Harley Owner Group, or HOG, to the West Virginia State HOG Rally on Wednesday at the state Capitol. The annual four-day event runs through Saturday, and features a bike show on Kanawha Boulevard from 1 p.m. to 4 p.m. on Saturday.
