Kanawha County indictments

A Kanawha County grand jury indicted 69 people last week, Prosecuting Attorney Mark Plants announced Thursday.

An indictment is not a finding of guilt. It means only that the grand jury believes there is enough evidence of a crime to merit a jury trial.

Those charged by the grand jury will be arraigned in the Kanawha County Judicial Annex in downtown Charleston in front of the following judges at the following times:

Judge Jennifer Bailey, March 9, 10 a.m.

Jeurmaine Allen, 29, Dunbar, conspiracy, drug charges; Traci Anthony Colbert, 42, Charleston, conspiracy, drug charges; Michael Kai Gordon, 30, Charleston, burglary, second-offense domestic battery; William Lee Harper, 30, Charleston, transferring and receiving stolen property; Tamara L. Morton, 28, Charleston, transferring and receiving stolen property; Tony Ross Johnson, 30, Cross Lanes, possession of a stolen vehicle.

William Kent Parsons, 30, Charleston, possession of a stolen vehicle; Gregory Lamont Mitchell, 49, Charleston, breaking and entering, grand larceny; Beth Ringel, 42, St. Albans, conspiracy, operating a clandestine drug lab, possession of substances to be used to make meth; Donnie Kyle, 33, St. Albans, conspiracy, operating a clandestine drug lab, possession of substances to be used to make meth; William E. Smith, 49, Charleston, failure to register as a sex offender.

Judge Charles King, March 10, 2 p.m.

John Stanley Ford III, 19, Charleston, wanton endangerment; Tisha Fulks, 39, Charleston, cultivation; Joey M. King, 30, Alum Creek, forgery and uttering; Michael Edward Modaff, 40, Cross Lanes, false reports concerning bombs, making terroristic threats, telephone harassment; Shantay A. Shipp, 35, Charleston, fraud in connection with an access device; Cory Anthony Simpson, South Charleston, second-offense battery of a police officer; Heather Ann Surface, 30, Charleston, child neglect creating substantial risk of serious bodily injury and death; Kizzy Marie Tyler, 32, Charleston, conspiracy, drug charges.

Judge Duke Bloom, Feb. 14, 1:30 p.m.

Gerald Lee Arbaugh, 33, St. Albans, conspiracy, operating a clandestine drug lab, possession of substances to be used to make meth; Justin Lee McCoy, 32, Marmet, conspiracy, operating a clandestine drug lab, possession of substances to be used to make meth; Franklin Eugene Arthur, 41, Marmet, conspiracy, operating a clandestine drug lab, possession of substances to be used to make meth; James Brindo, 30, Parkersburg, third-offense DUI; Jack W. Davis Jr., 28, Ranson, grand larceny, transferring stolen property; Laura L. Morris, 26, Elkview, grand larceny, transferring stolen property.
