Two assessor candidates often miss tax deadlines, records show

CHARLESTON, W.Va. -- Two of the five candidates for the office of Kanawha County Assessor often miss a deadline in paying their real estate taxes, county tax records show.

Developer and contractor Forest Carper Sr. is one of two Republicans on the primary ballot next week. Carper owns townhouses and a rental home.

County tax records show that Carper was delinquent paying the taxes on the townhouse property in 2000, 2002, 2003, 2004, 2005, 2006, 2008, 2009 and 2010. Tax records show he was late paying the taxes on the rental home in 2000, 2002, 2005, 2006, 2008, 2009, 2010 and 2011.

Good information. Personal responsibility is a good barometer. All voters know about most candidates is what they publish in their political flyers, so the Gazette is doing their job with an article like this.

Yes, these two that has not paid their taxes should not be elected , but also PLEASE !!!!!!!!!! Do not vote for John Luoni ! He has held at least 10 or more "appointed" positions in the Kanawha county government that has had no improvements for Kanawha county citizens.

What kind of message does it send to voters when you can't be bothered to pay your taxes on time and you work in the office that collects them?

Let's see, first there were questions about her unusually low assessment and now it appears that she couldn't be bothered to pay that in a timely manner.

I would really like to see a fresh face elected in order to try to clean up the many issues that seem to plague this office. I have not historically been one to get excited about politics but Robinson has stated that if she is elected, little will change. As a tax payer of Kanawha County, I want to see major changes in this office.

Great job Gazette during the entire election process. How is it that an employee of 28 years in the Assessors Office like Sallie Robinson can get by with an appraisal that is questionable to say the least, and then doesn't pay the taxes on the property in a timely manner. Again i will say this is a slap in the face to those of us whose taxes continue to rise along with our appraisal. She is definetly not the person who needs to run the office. By the way where was the elected Assessor during all of this? Seems to me she owes it to taxpayers to make sure her employees are valued correctly. I agree that office needs change. I disagree that Mr. Luoni would not bring that change. He is the only educated candidate. He comes with a reputation of honesty and integrity and it sounds like to me that office needs some.

Seems like this is the perfect qualification to be an elected officer in Kanawha County -knowing how to beat the system before you get elected ! this is the kind of reporting we should see more of in the paper-

Mr. Taylor: The Assessor does not collect taxes. The Assessor is the responsible authority to determine value. The County Sheriff is responsible to collect the tax due.

Since most people have their property financed, it is the responsibility of the lender to pay the taxes and insurance on time. That's why there is an escrow account. This article really doesn't say much about the candidates at all.

Since I am a registered Republican; there are only two choices for me. Forest Carper or John Jarman. Forest Carper is in the rental real estate business. The potential conflict of interest is too great for me to consider him seriously. Mr. Jarman is responsible according to this article and seems to truly enjoy serving the people of his community. He will get my vote.

Gmhoover you can clearly see on the internet for the sheriff no lending institutions were involved in the payment of the taxes in this article. Even if there was it is the individuals responsibility to make sure they are paid timely. The Assessor is responsible for the valuation of property that in turn produces taxes. I think the article shows a lack of due diligence on the part of the candidates. By the way Mr. Jarman the candidate you are supporting states property ownership will be recorded timely and he is going to notify taxpayers of delinquency before property is sold. He is clueless of the responsibilities of the Assessors.

GM Hoover: It is Ms. not Mr. but you are correct about it not being the same office. The payment window in the Sheriff's Dept. is about 10' down the hall to the right.

Many lenders including mine do not force an escrow account for tax and insurance payment. My home is financed and it is my responsibility to pay my property taxes and insurance on time.

On your choice of candidate, I concur. I have researched all parties and I believe that Jarman is who I will be voting for. He has one plan in particular that I really like as it will force accountability.

Jarman is proposing that each field agent be responsible for the property in the area (district) that they cover. No one will be able to change an assessed value without that persons approval and it will have to be documented as to why. If an assessment is questioned, that area will have one point of contact in which to address concerns. From what I understand, he is into accountability which we have too little of at this point.

    .....................

WELL MR.JD79795--------If that is all true why have the citizens of Kanawha county seen any positive results from Mr. John Luoni's "appointed" Kanawha county positions ????-----Do you not realize that John Luoni is a "career" appointed politician that answers to his master Kanawha Coubty Commissioner Kent Carper ??----

I highly suspect that you Mr. JD79795 have a vested interest in John Luoni being elected Kanawha County Assessor.
