NITRO, W.Va. -- During the regular meeting Tuesday evening, Nitro City Council members adopted an ordinance that attaches fines for residents putting their garbage and refuse out for collection too early.

Attorney Richie Robb said the ordinance establishes an exact time frame for citizens and businesses to put garbage and trash out for collection. Under the ordinance, trash to be collected for weekly and monthly pickup now has to be put out no earlier than the night before collection.

Mayor Dave Casebolt said that this ordinance would help with the city's concentrated efforts toward beautification in each ward.

In related business, Police Chief Brian Oxley announced that 32 citations had been issued for abandoned and/or unregistered vehicles parked illegally on city streets. Oxley said that every vehicle that is parked on the street or on private property is required to have proper registration and if the vehicle is not legal, it must be stored in a garage under threat of being towed.

Oxley also said that from the 32 citations issued, only three vehicles had to be towed. Casebolt reiterated his administration's commitment to beautifying the town. 

Casebolt also announced that applications for ACH withdrawals are being accepted in the city. Citizens signing up can have their municipal bills automatically withdrawn from checking accounts and save money on postage and paper billing. Casebolt said the program will be up and running with the launch of the new city website which is slated for early November.

Casebolt said the city is also accepting bids for vendors to offer boat rentals as well as a temporary bait shop at Ridenour Lake. Casebolt said the state Division of Natural Resources approved both operations.
