State company, employee charged in billing scheme

CHARLESTON, W.Va. -- A contractor faces charges of defrauding the West Virginia Department of Environmental Protection through a billing scheme.

A federal grand jury indicted Cowgirl Up Inc. and an employee, 45-year-old Spencer Charles Wooddell, on Wednesday.

U.S. Attorney Booth Goodwin says Wooddell and the company are accused of conspiring to submit false invoices to the West Virginia Department of Environmental Protection for labor and materials used on jobs for the agency. They also are charged with submitting invoices for labor and materials used on private work.

The alleged billing scheme occurred from 2007 through the summer of 2011. Goodwin says Cowgirl Inc. received more than $120,000 through the scheme.
