Alleged shooter identified in shooting near Shawnee Park

DUNBAR, W.Va. -- A Dunbar man was shot multiple times at an apartment complex near Shawnee Park just before noon on Thursday, and police charged another man with the shooting several hours later.

Joe Green, 21, of Young Avenue, was shot and taken into surgery around 1:30 p.m. at CAMC General Hospital, Kanawha County sheriff's deputies said. He was in the intensive care unit late Thursday, according to hospital staff.

Police charged Franklin Delano Beverly, 31, of Dunbar, with malicious wounding. Police found him about two blocks from the scene on Smith Avenue.

According to the Kanawha County Sheriff's Department, Beverly told police that Green had "smacked" Beverly's pregnant girlfriend in the stomach about a week ago.

Beverly told police that he went to confront Green, and shot him multiple times with a handgun.

Kanawha County Magistrate Paris Workman set Beverly's bail at $100,000 cash and scheduled a preliminary hearing for 1:30 p.m. on Oct. 19. Beverly faces between 2 and 10 years in prison if convicted of the malicious wounding charge.

The Kanawha County Sheriff's Department, along with State Police, Dunbar Police and Nitro Police responded to the scene of the shooting.

After the shooting, police searched the grassy areas between Smoot and Smith avenues for hours. They also talked with neighbors.

One neighbor said the brother of the woman who rents the apartment is friends with Green, and also said both men knew Beverly. Other people were upstairs in the apartment when the shooting happened, according to the neighbor, who said he didn't hear the shots because he was listening to music.

Shortly after the shooting, a woman arrived and began crying and shaking hysterically. Police called an ambulance to treat the woman, whom neighbors said lives in the apartment where the shooting happened. Several schools in the area were placed on lockdown for about one hour, including Ben Franklin Vocational Center, Dunbar Primary, Dunbar Intermediate and Dunbar Middle. The lockdown was lifted at 12:50 p.m., according to a Metro 911 dispatcher.
