Questions prompt swearing-in redo in Vienna

VIENNA, W.Va. -- Incoming city officials in Vienna were sworn into office twice after the first ceremony's validity was questioned.

Incoming Wood County Magistrate Joe Kuhl presided over the first ceremony on Thursday evening. But Randy Rapp, the incoming mayor, tells the Parkersburg News and Sentinel (http://bit.ly/W8BDe0 ) that Kuhl won't officially take office until Tuesday<co Jan. 1>.

Rapp says city officials decided to redo the ceremony because Kuhl might not yet have the authority to officiate such a ceremony.

City Clerk Carla Starcher officiated the second ceremony on Friday because she's also a notary public.

Secretary of State's Office spokesman Jake Glance says notary publics can swear in officials.
