McHugh was elected to the high court in 1980 and re-elected in 1992.
In 2009, McHugh filled in when Justice Joseph Albright was ill and he was later appointed after Albright's death in 2009 to serve until an election.
In 2010, McHugh was elected to fill the remaining two years of Albright's term.
McHugh also served as a circuit judge in Kanawha County from 1974 to 1980.
He will serve in an "of counsel" capacity at Bowles Rice, according to a news release on the firm's website.
