St. Albans council members move toward filling open council seat

ST. ALBANS, W.Va. -- St. Albans City Council took a step to speed up the replacement of a Ward 2 council seat more than three months after Councilman J.D. Adkins resigned.

Under one proposal, council members would be allowed to nominate candidates to fill the seat. Councilwoman Helen Warren made a motion to put that proposal on the agenda for the next meeting. Her motion passed unanimously.

Adkins resigned at the end of September when he moved out of Ward 2.

Mayor Dick Callaway said the standard procedure is for the party that the outgoing councilmember represents to find three candidates to fill the position. Each candidate would be interviewed and then council would vote on a replacement.

Callaway said city officials had contacted the Peoples' Party several times, but "they have not responded in any matter whatsoever" except to call the city recorder and say they did not want the responsibility of finding the candidates.

The replacement candidate will only serve until the end of the term on June 30.

Callaway also announced that the city was awarded its fourth Transportation Enhancement Grant for $245,000.

He said the money will be used to replace lighting and sidewalks along Kanawha Terrace and several other streets, which have not yet been determined.
