The Exponent Telegram reports that county chief probation officer Charles Scott referred the case to the justices in a recent letter.
The letter says the medical examiner determined that 26-year-old Michael Joseph Kelly's death was a suicide. It also says the home confinement office's handling of Kelly's house arrest is being internally reviewed.
Police say Kelly's mother found him hanged in his home Jan. 7. He had been on house arrest while free on bond on grand larceny, burglary and wanton endangerment charges.
Kelly's house arrest included GPS monitoring. Police say he was seen early Jan. 7 buying alcohol at a convenience store.
