In an October report the government said the network "provides tangible evidence of the benefits to be gained by engaging with our overseas communities."

The government said it is grateful "that so many are willing to give of their time and expertise and remains committed to strengthening this mutually beneficial relationship in the coming years."

West Virginia could profit by examining Ireland's efforts.
