CHARLESTON, W.Va. -- The head of a Texas company planning a $500 million plastics plant near Wheeling is the keynote speaker at a gas industry conference in Charleston.

The West Virginia Methane to Manufacturing Ethane Development Conference runs Wednesday and Thursday at the Civic Center.

Chief Executive Officer James Cutler of Appalachian Resins is speaking Wednesday morning, along with a vice president of the U.S. Chamber of Commerce.

Last month, Cutler said he was close to a formal announcement about plans for a plant that includes a small ethane cracker. It would extract liquids from wet natural gas to make the chemical feedstock ethylene.

He said another operation would use that to produce polyethylene resins, starting in 2015.

Attracting ethane crackers has been a priority for Gov. Earl Ray Tomblin.
