New faces sworn in on St. Albans council
ST. ALBANS, W.Va. -- Three new faces officially joined St. Albans City Council Monday night.
Newcomers Jason Philabaun, representing the Second Ward, Garry Pennington, representing the Ninth Ward, and John Caudill, council-at-large, were sworn in.
Nine incumbents who also took the oath of office joined them.
Roger Hughes from the state Treasurer's Office performed the oath. The new council members will serve through 2017.
Council then voted on a vice mayor, which was previously held by Helen Warren, who decided not to run for re-election this year.
Kevin Pennington topped Ron Colby by a 9-3 margin.
Mayor Dick Callaway also swore in a new police officer. Dwight Meadows previously served with the Wyoming County Sheriff's Department in Pineville.
Finally, Callaway recognized Pat and Lionel North for their dedication to helping keep St. Albans clean.
"They have done the diligent job of picking up the debris along Pennsylvania Avenue on into the city of St. Albans for 35 years, and I think that deserves some recognition," Callaway said.
He presented the couple with certificates of appreciation.
