Gov. Earl Ray Tomblin (right) speaks with Frank Kennedy of the West Virginia Division of Homeland Security and Emergency Management after laying a wreath at the firefighters memorial at the state Capitol Complex. Kennedy retired from the New York Police Department as senior harbor master patrol. He was on duty in New York for 36 hours after the Twin Towers were hit on Sept. 11, 2001.
