CHARLESTON, W.Va. -- Gov. Earl Ray Tomblin has ordered all U.S. and state flags lowered until Friday night to honor the victims of the shootings at the Washington Navy Yard.
Tomblin said Monday the flags at all state facilities be displayed at half-staff in accordance with a proclamation from President Obama.
A former Navy man opened fire Monday morning inside a building at the heavily secured Washington Navy Yard. Thirteen people were killed, including the gunman.
Tomblin says the "senseless tragedy weighs heavily on the hearts and minds of all of us."
