MORGANTOWN, W.Va. (AP) -- Public schools in 38 of West Virginia's 55 counties are closed Monday because of a winter storm.
Shepherd University also is closed and West Virginia University has canceled classes at its main campus in Morgantown.
County government offices in Jefferson County also are closed.
Winter storm warnings remain in effect across the state through Monday afternoon.
The National Weather Service says northern and western West Virginia could receive up to 8 inches of snow, with up to 10 inches in Preston and Tucker counties. Parts of the Eastern Panhandle also could receive up to 8 inches of snow.
In southeastern West Virginia, Greenbrier, Mercer, Monroe and Summers counties are under a flood watch due to heavy rain mixing with snow melt from higher elevations.
