FAYETTEVILLE, W.Va. -- A Fayette County couple was in jail Friday, charged with sexually abusing a 7-year-old.

According to Fayette County Sheriff Steve Kessler, 31-year-old William D. "Rusty" Propps and 26-year-old Starlett Lynn Propps, both of Falls View, were arrested Friday and charged in connection with a sexual assault that took place Wednesday.

William Propps was charged with one count of first-degree sexual assault and one count of sexual abuse by a parent, guardian or custodian. Starlett Propps was charged with gross child neglect creating the risk of bodily injury.

Kessler said Starlett Propps was charged because she knew about the abuse and did not tell police or officials for Child Protective Services.

"If you molest a child in Fayette County you're going to be arrested," Kessler said in a prepared statement. "If a child reports to you that he or she has been molested and you don't report this you will be arrested as well. It is everyone's responsibility to keep our children safe."

William Propps was in the Southern Regional Jail on Friday in lieu of $25,000 bond. Starlett Propps was in the Southern Regional Jail in lieu of $10,000 bond.
