WINFIELD, W.Va. -- The Putnam County school district has agreed to pay a nearly $17,000 fine for environmental violations involving an elementary school's construction.
Schools Superintendent Harold Hatfield signed a proposed settlement of a Department of Environmental Protection consent order that alleged violations of a water pollution control permit.
The deficiencies were noted during inspections of the construction site for the Confidence Elementary School.
Among the violations were land alterations at the site's east entrance, the open burning of solid waste, the lack of sediment and erosion controls, and failure to display a required public notice sign.
The board didn't admit to the determinations made by the state in the proposed order, which requires the board to take corrective actions and pay the fine within 30 days.
