Logan man escaped State Police detachment

LOGAN, W.Va. -- State Police in Logan County are reviewing how a handcuffed man was able to escape custody inside a detachment and flee on foot Monday evening.

Troopers arrested David Jeffrey, 37, of Logan, on Tuesday and charged him with possession with intent to deliver and parole violation charges, said Capt. David Nelson, commander of Troop 5. Jeffrey is on parole for a sex-related sentence in Virginia, Nelson said.

At about 4:50 p.m., Jeffrey somehow got out of his handcuffs, passed by arresting troopers unnoticed and escaped the Chapmanville detachment's holding cell by running, Nelson said.

Troopers searched for Jeffrey most of Monday night. They followed tips Tuesday and found him along the bank of the Guyandotte River in Justice Addition, a small community about three miles south of the detachment.

Nelson said the circumstances surrounding Jeffrey's escape are under investigation.

"I can ensure you any deficiency we find that led to [the escape], we will address thoroughly so that it never happens again," he said.

He said troopers are researching Jeffrey's activities following the escape to find out whether he received help fleeing or hiding.

Jeffrey was to be arraigned Tuesday night before Logan County Magistrate Leonard Codispoti.
