Charleston police issue warrant in fatal October shooting

CHARLESTON, W.Va. -- Police are looking to arrest a Charleston man in connection with a fatal shooting on the East End last month.

Charleston Police Sgt. Eric Hodges said a first-degree murder charge has been filed for Richard Bernard Hilliard, 24, of Kanawha County.

Hilliard allegedly shot David Juaboi Booker, 26, in the 1200 block of Milton Street on Oct. 11, Hodges said.

Detectives have been looking for Hilliard since probable cause was found last week connecting him to the slaying, Hodges said.

He said detectives are having trouble pinning down an address for Hilliard, who is known to have lived in Charleston, South Charleston and Rand.

"That's why we just put him down as a Kanawha County man because we don't know where he's laying his head," Hodges said.

Anyone who knows of Hilliard's whereabouts is asked to call Charleston Police Department's Criminal Investigating Division at 304-348-6480.

Hilliard is described as a black male with black hair and brown eyes. He stands about 6 feet tall and weighs about 200 pounds, Hodges said.

At about 1:30 a.m. Oct. 11, two people walking along Milton Street spotted Booker lying on the side of the road, said Charleston Police Sgt. Bobby Eggleton.
