Dr. Fernando Luis Gonzales-Ramos, 47, of El Paso, Texas, is charged with conspiracy to distribute a controlled substance, the dispatcher said.
He was taken to South Central Regional Jail.
When police arrived to the building on W.Va. 10 in West Logan, Gonzales-Ramos had a "room full of patients," the dispatcher said.
The U.S. 119 Drug Task Force, the State Police, the FBI and the Logan County Sheriff's Department conducted the investigation.
