Parsons then allegedly groped the girl.
The girl said the alleged incident occurred shortly after CPS concluded its investigation. The girl said she had kissed Parsons inside Parsons' car and during Parsons' planning period at school, according to the complaint.
Several of the girl's classmates told police they saw Parsons pass notes to the girl and sit with her on the bus during away soccer games.
Parsons was being held Thursday in Southwestern Regional Jail in lieu of a $150,000 bail.
This is the third Matewan Middle School employee to be accused of abusing students in recent years.
In January, a math teacher and boys basketball and football coach tendered his resignation and agreed to surrender his teaching certificate after two female students accused him of groping and kissing them.
In March, police said a 25-year-old custodian sexually abused a 13-year-old girl and solicited a 14-year-old girl online. The case has not yet been set for trial.
