'Welfare' drug tests fuel talk, little action

CHARLESTON, W.Va. - It's on talk radio, the Internet and the Republican Party's priority list: So far, a GOP delegate's attention-grabbing drug testing bill is everywhere but before the Legislature.

Berkeley County lawmaker Craig Blair has been promising for over a week to introduce a bill requiring drug testing for people who receive food stamps, unemployment or "welfare,'' which could refer to several federal programs.

With a rollout that includes his own dedicated Web site, mentions in the press and the rare step of an endorsement from the state party's executive committee, the proposal has become like the Mothman of legislation - everyone's talking about it, but not many people have actually seen it.

Blair, who hoped the bill would be ready by last Wednesday, put the draft language on his Web site, www.notwithmytaxdollars.com, to answer some of the questions about specifics.

"I was hoping it would be ready this week, to be honest,'' Blair said, adding that the proposal has been sent to the legislative bill drafting room - the step before it can be offered to co-sponsors. "I'm not sure what's taking so long.''

In a session devoted largely to fiscal policy, with little in the way of major initiatives or new proposals, Blair's idea is stealing the spotlight.

"I'm having people walk up to me and give me a hug and say thank you,'' Blair said. "It doesn't matter if it's Republicans, Democrats. People have wanted something like this for a long time.''

Last weekend, the Republican Party's executive committee took the unusual step of endorsing Blair's idea.

"I think there's one phrase we've heard from people more often than any other, and that's 'it's about time,' '' said Gary Abernathy, the party's executive director.

On the other hand, Abernathy said, it doesn't hurt that the idea is coming up now, when the Legislature seems likely to spend the session watching the budget and discussing federal stimulus aid.

You need to drug test everybody getting paid if they are not working. And another drug test needs to be given to every teacher in the State. If you have nothing to hide why would you even care to be drug tested, if you are taking something you dont want someone to know about then you would fight the very idea, and that is what the teachers are doing. Should be anybody working getting paid or getting checks from the government for whatever needs mandatory drug testing.

kal_mister....I am not nor never have been a drug user. As a retired state employee I know how bureaucracy can fowl things up and I have seen too many well intentioned programs fail for lack of funding. This bill does not have any references to how the test kits will be purchased or how the time of those handling the test samples or records will be paid. I am not upset about the intent but the follow through.

to hdt: I'm not dicriminated to take random tests to keep a job to pay these taxes. In fact, I'm proud to let all you people know I'm drug free and due random testing to be able to help contribute to the honest people who need help. Are you a drug user hdt ?, do you make a little side money contributing to the abusers of the system ? Do you work for a living and support these people who do abuse the system. I DO, and frankly...I'm sick of it. I have no problem with people who truely need assistance, and I have no problem taking a test to keep a job to be able to do so. I am however sick to my stomache of you constitutional violation crybabies for people to be able to live off my tax money. Tell ya what, lets cut all benifits by 10% to pay into a fund for the working people who take a test. That sounds fair to me for a change. Now lets watch the welfare recipiants squirm and whine. I'll gladly take a test to receive 10%.

I too think that we need to drug test our Legislative Representatives as some of the bunk they are coming up with this session must be thought of while they are under the influence. No sober mind would be concerned about Barbie or this garbage, they would think about the economy, health care, and moving jobs into WV. Just another diversion to keep the spot light off of the real issues, if the spot light is not on the real issues, the Legislature does not have to deal with them. Talk about waste, pay these people a salary and expenses to come to Charleston to party and sponser wacked out legislation... THEY ALL NEED TO GO. Get the common man with some common sense in our government.
