CHARLESTON, W.Va. -- The Wyoming County circuit clerk is walking again. This time, he's headed to Washington D.C. to confront the Environmental Protection Agency.

David "Bugs" Stover, 58, of Pierpont, left Friday and had made it to Marlinton on Wednesday morning.

"We're in trouble in Wyoming County," Stover said in a phone conversation. "I want someone up there to tell me why in West Virginia, with all this technology, we can't burn coal."

He plans to arrive in D.C. in time for a meeting at 2 p.m. on Tuesday with Rep. Nick Rahall, D-W.Va.

In August of last year, Stover walked from Pierpont to Charleston in protest of redistricting. Over the summer, he rode his bike to the state Capitol to attend the West Virginia Association of Counties' "Healthy Counties" conference.

He said this is the third time he has marched to D.C. He first walked in 1980 and another time in 1998.

"I just need somebody to give me some answers," he said.
