Tomblin plans to issue education orders

CHARLESTON, W.Va. -- Gov. Earl Ray Tomblin plans to wield the powers of his office to further his proposed overhaul of West Virginia's education system.

Tomblin on Tuesday said he would issue executive orders in coming weeks to complement his proposal pending at the Legislature.

Tomblin's first order would create an advisory team to develop work force and vocational-technical training for middle schools. That could come next week.

Work force planning is the topic of another planned executive order. A third order would commission a study of expanded early childhood education.

Tomblin has called for all 55 counties to offer schooling for 4-year-olds. The study would identify which state agency should oversee this effort.

Besides legislation and executive orders, Tomblin has enlisted the state Board of Education to pursue policy changes.
