Tomblin's first order would create an advisory team to develop work force and vocational-technical training for middle schools. That could come next week.
Work force planning is the topic of another planned executive order. A third order would commission a study of expanded early childhood education.
Tomblin has called for all 55 counties to offer schooling for 4-year-olds. The study would identify which state agency should oversee this effort.
Besides legislation and executive orders, Tomblin has enlisted the state Board of Education to pursue policy changes.
