CHARLESTON, W.Va. -- Although "dog paddling" seems universal, many mutts can't swim and panic in water, The Wall Street Journal reports. It says dozens of canine swimming pools have opened across America, with heated pools where dogs in lifejackets gradually are taught to stay afloat.
