CHARLESTON, W.Va. -- Although "dog paddling" seems universal, many mutts can't swim and panic in water, The Wall Street Journal reports. It says dozens of canine swimming pools have opened across America, with heated pools where dogs in lifejackets gradually are taught to stay afloat.

It's income tax time, and about 160,000 lower-income West Virginians will get refunds of about $2,000 each for Earned income Tax Credit. However, Sen. Jay Rockefeller says 40,000 other eligible state residents fail to apply for this godsend. Spread the word. Remind any potential recipients, so they don't miss a blessed opportunity.
