Future may lack a moral government
An editorial in the Gazette suggested that in the future the "Nones" and the Democrats will control the country.
The "Nones" are people who do not believe in religion. If this were to happen, then in the future the country would be led by people who lack the Judo-Christian moral compass. Without God the government becomes God.

Owners should have to spay and neuter their pets
The solution to overpopulation of feral cats is not to tax and limit residents for feline ownership. A tax is not going to reduce the animal population and it will not target the true offenders of the overpopulation.
Instead, laws need to be enacted requiring pet owners to spay and neuter their cats and dogs. There may be exceptions to spay and neuter requirements, but these are the cases where a more significant tax should be considered. Perhaps breeders and hunters should receive consideration for exception but be required to pay a tax on any unaltered animals.
Additionally, trap, neuter and release programs to spay/neuter feral cats is a solution that will, over time, show results in the feral cat population.
As a pet owner and animal rescue volunteer, I am willing to pay a tax on my animals if it will assist in the enforcement of spay/neuter programs. The tax could also go toward reducing the cost of spay and neuter for those without the financial resources to take care of their pets as well as trap, neuter and release programs.
