Everybody is saying that we're not winning the War on Drugs and we need to quit it. I don't agree with that. But they started the War on Poverty back in [Appalachia and] West Virginia, with the first food stamps. We are not winning the War on Poverty. We're just getting the people accustomed to living off the government.
