Austin, a senior from Baltimore, was sixth nationally last season in punt returns, averaging 14.1 yards per return and was named the Big East Special Teams Player of the Year.
Booker, a junior from Sarasota, Fla., was 20th nationally in return average with 10.9 yards and returned a punt 87 yards in the Herd's season opener against West Virginia.
Other players on the list include Houston's Damian Payne, Josh Lentz of Iowa State, Southern Mississippi's Tracy Lampley and Quandre Diggs of Texas.
