The Cougars played 23 regular-season games this year, one over the limit, and as a result coach Carl Clark and the boys basketball program will be placed on probation for the 2013-2014 season.
Capital will also only be able to play 20 games next year.
"It was just a misunderstanding between our athletic director and our schedule," Clark said. "I don't know [how it will impact the season]. You don't play as many games, but I don't know if that has anything to do with the ratings as far as the end of the season is concerned and how you finish up stats."
The rules of the WVSSAC would allow Clark, Capital athletic director Ron Wilson or principal Clinton Giles to appeal Ray's decision to the board of directors within 30 days, but Clark said no one planned to appeal.
Capital managed just a 10-15 record this year, falling in a sectional game to South Charleston.
Clark admitted the penalties didn't ease what had already been a trying year for the program and that mostly the sanctions affect the players.
"That's absolutely right," Clark said. "We hope [we can use this as a motivating factor]. We can be motivated by other things than just that as well. It's just a part of a lesson that you have to learn about situations.
"You take it and do the very best you can with the situation. The kids are being penalized for something that they had no control over."
