Talley was a unanimous first-team All-America selection in 1982 and holds the school record for career tackles with 484. He's one of 70 former players on the ballot.
Carlen, who coached the Mountaineers from 1966-69, led teams to eight bowl games and 13 winning seasons in 16 years as a head coach, including stints at Texas Tech (1970-74) and South Carolina (1975-81).
The Hall of Fame class will be announced on Dec. 6.
