David Sneed named to replace Manchin as head of state School Building Authority
David Sneed, a former state School Building Authority employee, will replace Mark Manchin as the organization’s executive director.
Gov. Earl Ray Tomblin announced Monday that Sneed, current director of construction firm Educational Planning Services for Project and Construction Services Inc., will lead the SBA beginning Tuesday.
The SBA facilitates and provides state funding for the construction and maintenance of schools throughout West Virginia.
Manchin, cousin of Sen. Joe Manchin, D-West Virginia, is resigning from the SBA after seven years to become the superintendent of schools in Harrison County.
Sneed served as the chief of architectural services for the SBA for more than a decade before moving to the private sector in 2012.
Before joining the SBA, Sneed served as the director of school planning for Kanawha County Schools — the state’s largest school district, where he managed a capital improvement bond program and created educational facilities planning processes that are still in place today.
He is also the recipient of the Council of Educational Facility Planners’ President’s Award for Outstanding Educational Planning.
“David is no stranger to West Virginia’s School Building Authority and played a key role in developing a number of planning mechanisms currently used by educational planners and architects in West Virginia,” Tomblin said in a release on Monday. “I’m confident his continued experience and thorough working knowledge will serve him well in this new role.”
Sneed said in a statement that he’s most looking forward to working with county superintendents around the state “as they develop new projects for funding consideration.”
Also on Monday, Tomblin reappointed SBA members Tom Lange, of Jefferson County; Eric Lewis, of Jefferson County; Victor Gabriel, of Harrison County; and Robert Holroyd, of Mercer County.
Chris Morris, of Kanawha County, was also appointed on Monday.
The next meeting of the SBA is Sept. 29.
