Tennant wants Manchin to call special session for Byrd replacement

She added,  "Constitutionally, this office and I cannot interpret law written by the Legislature according to my own personal opinion of how the process should work."

Tennant said she had waited until after the memorial service Friday to make the announcement, out of deference to Byrd's memory.

In a related matter, the 7th Circuit Court of Appeals ruled on Friday that Illinois Gov. Pat Quinn must call a special election to be held Nov. 2 to fill the U.S. Senate seat vacated by President Obama.

In its ruling, the federal appeals court cited the 17th Amendment of the U.S. Constitution, which requires public election of U.S. senators, as grounds for mandating the special election for the seat, currently filled by a gubernatorial appointee.
