West Virginia's top mine safety regulator is retiring
CHARLESTON, W.Va. -- C.A. Phillips, director of the state Office of Miners' Health, Safety and Training, said he would leave the agency effective Dec. 31.
Phillips had been director since August 2011, after serving as acting director for nearly a year before that. He spent nearly a dozen years with the agency, joining it in 2001 under the administration of then-Gov. Bob Wise.
