Becky Ceperley: Creating wealth in rural communities

How do you define "wealth"? How does a community accumulate wealth? These are questions that many communities struggle with on a routine basis, particularly rural communities in Appalachia. Much of the economic development in the central Appalachian region brought industrial job growth but neglected the development of people, communities, and the natural and cultural assets of the region.
